The tabbed widget doesn’t appear to be working smoothly. Is it corrupted or am I doing something wrong?

Update: the tabbed widget does not work when there is no slider. Is there a way to fix the tabbed widget so that it will work without the slider?

I need to ad some images on the front page above the slider but below the Logo. I can’t seem to get any of the Layout widgets to work so how do I do it?
